Purpose of the study
The purpose of this study is to investigate the effectiveness of committees affect the university management in Benue State in Nigeria. Specifically, the study has to do with the level of staff participation in various committees and their confidence in these committees and their importance in managing the university system.
Research questions
The following questions were answered by the study: –
(I) The committee system to improve decision-making in the universities?
(Ii) The committee system lead to greater participation of the staff of the university community?
(Iii) decisions taken by committees to instill greater confidence in the university community?
(Iv) committees to provide effective advice to the Vice-Chancellors?
(V) review committee “to influence the recommendations of the University Council and Senate for the management of institutions?
Assumptions
The following assumptions were made: –
(I) The committee system does not significantly lead to the involvement of a greater number of staff in university management.
(Ii) The committee system will not significantly improve the decision making process in university management.
(Iii) The committee did not significantly instill greater confidence in the university.
(Iv) the committee system does not have a significant influence on university management.
Methodology
The study population was composed of staff from both universities in Benue State in Nigeria. The stratified random sampling technique was adopted for this study because of the large population involved. The population is organized into five sub-groups or strata. This helped to facilitate the collection and analysis. Indeed, the study samples consisting of 203 senior staff members, 109 members for a total of 312 of the sample studied. The study used a structured questionnaire of 312 respondents. Note approved four-point Likert scale of 4, 3, 2 and 1, was used to analyze the answers in the questionnaire.
Method of data analysis />
The mean, standard deviation and t-test were used to verify the results and arrive at certain conclusions. An average of 2.50 was used as a cutoff point of decision making for each element of the instrument. Any questions, with an average of 2.50 and above is considered sufficient and therefore increase the level of respondents on the use of government committees of the university. After presenting the answers to the above methods and statistical analysis, three of the four null hypotheses were not accepted, while the fourth has been accepted.

The finding reveals that the committee system will not affect the management of universities. This is because the respondents agreed that the committees do not provide effective counseling for vice-chancellors, and that the committee’s recommendations will not influence the opinions of the University Council and Senate. What this result shows that although the academic community believes that committees are an essential tool for the management of universities, are not convinced that the university administration actually implement the recommendations of committees. It also shows that there is a lack of trust between community colleges and university administration. It is pertinent to ask why a staff member who is deemed worthy of promoting the appointment of the department and the committee denied promotions to the promotion of an evaluation board and Promotions Committee. Conclusions and recommendations
Universities around the world have been established for the propagation, dissemination and application of knowledge. The university system is composed of people with the spirit of research and critical to the function of teaching, research and public service, dedicated to the intellectual life, hence the need for a democratic system and thus the introduction of the committee system of government. The study identified that the staff of the UEB and the UAM is not as safe as it would be in the committee system. This is due to failure to implement the recommendations of the Governance Committee of the university. Therefore, the need for administration of the university in implementing effective and efficient committee’s recommendations to strengthen staff confidence in the system. University administration must also find a way to create conditions of trust that exists within the academic community because there is much to gain from a trust.
Tierney (1999), in their paper on trust and academic government believes that if individuals are to make important decisions that must create the conditions for trust to exist. According to the nostalgia (2002), institutional success to navigate the currents of higher education depends on effective governance structures and decision-making. However, governance and decision making as a subject of empirical research currently receives only moderate attention.
Therefore, the need for researchers to further investigate the best way of governance institutions to meet their desired goals without suspicion. Universities should develop an appropriate leadership style and practices. chains of delegation and communication should be followed. Staff should actively participate in decision-making are respected and effective in monitoring the decisions taken. Participation will increase the level off. The committee’s recommendations must be accepted and implemented without delay in order to increase confidence in the system. There should be a mandatory initial training and refresher courses and seminars on the committee system staff, especially for younger people to understand what the commission system because most of them do not know how the committee system.

1 . INTRODUCTION
